The Electrical Contractors’ Association (ECA) has welcomed the decision by HM Revenue and Customs’ (HMRC) to postpone the implementation of the proposed new Construction Industry Scheme (CIS) by a year to April 2007.
The ECA was concerned that bringing in the new electronic scheme without allowing sufficient time for proper software development would have resulted in chaos in the entire payment chain, putting undue pressure onto contractors, especially small and medium-sized firms.
Following representations from the ECA, HMRC has agreed to a full testing programme for the new verification services and monthly contractors’ returns.
David Pollock, Director of the ECA said: “I am pleased that HMRC has listened and responded to our concerns. Had the new CIS started in April 2006, the result could have been total chaos. The problem of late payment would have been particularly acute.
“We now have the time for a proper timetable to be developed and implemented. This will help to ensure that the new CIS will answer the needs of the construction industry and the government.”
