ECA reports high sign-up to Part P
Published:  05 May, 2005

The Electrical Contractors’

Association (ECA) reports that

around 70 percent of its

members have registered with a

Government approved Part P

Competent Persons Scheme.

Since 1 January this year, all

electrical installation work

carried out in dwellings in

England and Wales is subject to

Part P of the Building

Regulations. As such the work

must be notified, with certain

‘minor work’ exceptions, to a

Building Control body before

work starts unless it is to be

carried out by a Competent

Person – a company registered

to self-certify that their work

meets building regulation

requirements.

ECA has been in the forefront

of lobbying for regulation of

electrical installation work and

sees the Government’s

development of a Competent

Person Scheme for selfcertification

as a positive move.

Together with BRE Certification

Ltd (BREC), ECA has developed

one such government-approved

scheme. This is based on the

pan-industry recognised

Electrotechnical Assessment

Scheme. In addition, the

ECA has developed courses

to help both electrical

contractors and Local Authority

Building Control departments

understand the requirements of

part P.

“The high numbers of ECA

members registered with a

competent person scheme is

encouraging”, said David

Pollock, ECA Director. “It is also

indicative of their commitment

to professionalism and

technical competence”.

He continued: “Feedback

from those contractors who

have registered with the BREC

scheme has been positive with

many reporting that they found

the assessment and registration

process to be fast and

straightforward.”
