    Schools have always been noisy places, and it is perhaps not surprising to learn that teachers form a disproportionate percentage of those who attend hospital clinics with voice injuries.     It was telling that one of the first actions of Barack Obama on entering office was to herald a sea change in the US government's policy on climate change and carbon emissions.
